Chief
Engineer David Barfield will conduct a public hearing on Wednesday,
June 29, 2011, for proposed amendments to state regulations requiring
the installation of water flowmeters in Equus Beds Groundwater Management District No. 2.
 The
aim of these rule changes is to ensure each nondomestic, nontemporary
well in GMD 2 not already equipped with a water flowmeter will be so
equipped. In order to alleviate financial strains on water right owners
and to administer the program with existing staff levels, the deadlines
for meter installation are phased-in over a four-year timeframe from
2012 through 2015, depending on which quarter-section a well is located.
The
proposed amendments are in regulations under the Kansas Water
Appropriation Act, K.A.R. 5-22-4a, Water flowmeter requirement and
K.A.R. 5-22-4d, Water flowmeter installation procedures.
The
hearing will begin at 10:00 a.m. in the fourth floor conference room of
the Kansas Department of Agriculture’s office at 109 SW 9th Street in
Topeka. Individuals may also participate by teleconference from GMD 2’s
office at 313 Spruce in Halstead.
